Is it true that gold carat varies from one tester to another? Is it possible to vary for 585K, 14K to 547 13k?

I have contacted the manufaturer in CA, but he said that he takes his jewelry to variouse testing before sending them out to his customers and that it is impossible to determine the exact same gold carat. But how is it possible to vary from 585 to 547? In USA it is allowed to vary for only 3/1000. Isn’t it illegal to sell them? Who should I contact to resolve this?

    It is possible to determine the exact gold fineness, and the manufacturer should be making this items from 14k assayed bullion. In the UK there is no tolerance, so a 14ct item must be a minimum of 585 parts per thousand, and although there is a tolerance in the US, it sounds like your supplier is outside this tolerance. Is the item hallmarked 14kt?
